Defendant-Appellee, Andrew Shelton, was employed by Southeastern Louisiana University (hereinafter SLU) as a Police Officer II from March 24, 1980 until April 6, 1981, when he was discharged for conspiracy to commit theft and malfeasance in office. The discharge came about as the result of an investigation of an incident in which a test answer key was removed from a teacher's office.
