Plaintiffs and intervenors asked the trial judge to enjoin the Dallas County Commissioners Court from enforcing its order that allocated courtroom and library space in Dallas County. The trial court determined that the court order was inadequate, unreasonable, arbitrary, capricious and discriminatory.
