This appeal is the latest chapter in a long-standing dispute between two factions within a public service organization. At issue here is the validity of certain actions taken by two conventions, each purporting to act in the name of the organization. The trial court, ruling on requests by both factions for declaratory and injunctive relief, held that the first convention in October 1978 had been unlawful and invalidated all actions taken there...
