This is an appeal by the plaintiff from the dismissal of his pro se complaint for declaratory relief, by a judge of the Superior Court in Norfolk County, "as containing no merit."2 Mass. R. Civ. P. 12(b) (6), 365 Mass. 754 (1974). We transferred the plaintiff's appeal here on our own motion.
