ROBINSON, Judge:

Under the Agricultural Adjustment Act of 1938, as amended1 (Act), the Secretary of the United States Department of Agriculture established a peanut marketing quota system,2 under which eligible farms are assigned acreage allotments which may be planted with peanuts.
