In this workers' compensation appeal appellants contend the deputy commissioner (d/c) erred in denying dependency benefits to the two illegitimate children of the deceased employee, Carrington Wise. We agree and reverse.

Wise was at the time of the industrial accident, which occurred on July 18, 1980, and his subsequent resulting death, an employee of E.L. Copeland Builders, a Florida construction firm then engaged in an out-of-state project...
