This is a statutory petition for certiorari which has been filed pursuant to the terms of G.L. 1956 (1977 Reenactment) § 39-5-1. The Attorney General, in filing the petition, seeks to overturn a refusal by the Public Utilities Commission (PUC) to consider an alleged misuse of funds by the Providence Water Supply Board (the board) as the PUC authorized an increase in rates charged by the board so that the latter's annual revenues...
