The Department of Health and Rehabilitative Services (HRS) appeals from a declaratory judgment which found that appellee, Paul F. Hartsfield, as Clerk of the Circuit Court for Leon County, was required to charge HRS for the copying of court documents necessary in proceedings instituted by HRS pursuant to Chapter 409, Florida Statutes, despite the provisions of section 409.2571, which exempt HRS from charges for "necessary services" in such proceedings...
