Petitioner is a physician licensed to practice psychiatry in New York. She was the sole shareholder of the Stevens Psychiatric Center, a provider of psychiatric services to Medicaid patients at three clinics located in New York City. Petitioner was convicted in March of 1979, upon her plea of guilty, of the former class A misdemeanor of conspiracy in the third degree (former Penal Law, § 105.05).
