This is a suit involving an order of the Railroad Commission of Texas refusing to reinstate the specialized motor carrier certificate of Vidaurri Trucking, Inc. The trial court, on judicial review, remanded the case to the Commission. The court of appeals, in an unpublished opinion, concluded that the district court's order was not final, and dismissed the Commission's appeal from it.
