In January 1980, respondents Kevin and Phyllis Fletcher Walsh and Walsh-Fletcher Enterprises, Inc. (hereafter Walshes) petitioned appellant County of Santa Clara (hereafter County) to place timberland they owned in the southwest corner of the County in a timberland preserve zone (hereafter TPZ). The County did not process the petition because the Walshes did not possess a county use permit to harvest the property...
