Plaintiff, an employee of defendant Washington Metropolitan Area Transit Authority (WMATA), was arrested on September 6, 1982, by defendant Chumas, a WMATA transit police officer, at the Union Station Metrorail terminal and charged with attempted breaking and entering, petit larceny, embezzlement and destruction of property.
