The American Federation of Government Employees, AFL-CIO and four veterans appeal from a judgment of the district court in favor of the Veterans Administration (VA). The Federation and the veterans brought suit challenging the VA's recently formulated guidelines for recovering the costs of medical care provided to allegedly ineligible veterans.
