PER CURIAM:

This consolidated appeal presents issues stemming from separate trials involving two distinct groups illegally securing permanent United States residence for aliens from the Republic of the Philippines. Under immigration laws and Immigration and Naturalization Service (INS) regulations, as an exception to the geographic quota system, the alien spouse of a United States citizen may obtain an immigrant visa as a permanent resident.1
