Gerald Joseph Roedel, debtor, appeals from an order of the Bankruptcy Court dated January 18, 1983, determining that his debt to the Hudson County Welfare Department (HCWD) for alimony and child support is nondischargeable. The issue on appeal is whether the Bankruptcy Judge erred in applying the law in effect on the date of his decision, or whether the law in effect on another date, such as the date the debtor filed his bankruptcy...
