Chapter 450 of the Acts of 1976, now codified as Maryland Code (1957, 1981 Repl. Vol.), Article 21, §§ 7-101 to 7-104, prohibits the State of Maryland, among other governmental entities, from asserting the defense of sovereign immunity "in an action in contract based upon a written contract executed on behalf of the State."
