In this appeal from a summary judgment in favor of Mohave County (the County), we are asked to determine whether the trial court erred by holding that the County is not obligated to provide certain health services1 to residents of Lake Havasu City, Arizona (the City). The determinative issues are:

1) Whether A.R.S. § 36-190 obligates the County to provide health services to residents of the City...
