These appeals, which we have consolidated in one opinion, stem from the kidnapping, rape and murder of Stephanie Ann Roper. The backlash of the sentences imposed for the crimes continues to reverberate in the halls of criminal tribunals throughout the State. The sentences meted to Jerry Lee Beatty and Jack Ronald Jones have led to these similar appeals.

Beatty entered into a plea bargain with the State's Attorney for St. Mary's County...
