Javelle Vann, a minor, and Sevenia Vann, her mother and natural guardian, here appeal an order of the Court of Common Pleas of Philadelphia County which sustained preliminary objections to a complaint against the Board of Education of the School District of Philadelphia (School District) and dismissed the complaint.
