GILBERT, C.J., delivered the opinion of the Court.

This appeal is concerned with an interpretation of subsection 728 (b)(10) of the Law Enforcement Officers' Bill of Rights (LEOBOR), Md. Ann. Code art. 27, §§ 727-734A.

Subsection 728(b)(10) provides in pertinent part:

"At the request of any law-enforcement officer under interrogation, he shall have the right to be represented by counsel or any other responsible representative of his choice...
