Bobby McIntosh brings this pro se action against Rockie Carter, Internal Affairs Office, and other staff members at the Kentucky State Reformatory in LaGrange, Kentucky, where McIntosh is an inmate. Jurisdiction is alleged under 42 U.S.C. § 1983.
