This is an appeal from a decision of the Workers' Compensation Court of Appeals. The Court of Appeals held that the employee's claim was time-barred by the applicable three year statute of limitations. Minn. Stat. § 176.151, subd. 1 (1982). Joseph Neuberger sought compensation for a heart attack he suffered on October 22, 1976, while an employee of the Hennepin County Workhouse. The employer filed a first report of injury on November 12, 1976...
