Plaintiff, the Public Service Company of Colorado (PSCC), brought this diversity action against The Chase Manhattan Bank in 1978. PSCC charges that Chase breached its fiduciary obligations as trustee for PSCC's pension fund—that Chase negligently monitored a mortgage investment it had made on behalf of PSCC and sixteen other pension funds.
