Did the zoning board of appeals of defendant township, in granting a conditional use permit to plaintiff for mining sand and gravel, err in imposing a five-year time limit, expiring June 31, 1982, on such operation and by requiring that the final grade level of such operation be at least 15 feet above the water table? In an opinion dated January 27, 1982, and order pursuant thereto entered February 25, 1982...
