Petitioners Dorothy Strong and Carolyn Riley (hereinafter petitioners) received permanent appointments as court office assistants in the Suffolk County Family Court in 1967 and 1968, respectively. Petitioners subsequently were provisionally promoted, without examination, to the position of court assistant I in the Suffolk County Family Court on or about July 7, 1977...
