Since early 1981, Saco Mobile Home Sales ("SMHS") has sought to construct a tourist campground in a B-1, General Business District Zone in the City of Saco. On February 25, 1981, SMHS applied to the Saco Board of Zoning Appeals ("the Board") for an exception under the City of Saco Zoning Ordinance ("the Ordinance") for the purpose of constructing the campground.
