CUTTER, J.
The town of Saugus and Local 1003, International Association of Firefighters (the Union) entered into a collective bargaining agreement (the Agreement) effective for two years ending June 30, 1982. The 1980 town meeting of Saugus appropriated, at the request of the town manager, sufficient funds to provide for full compliance with the Agreement by the fire department for the fiscal year (F.Y.) 1981.
