The action was instituted by the Williamsport Municipal Water Authority on July 1, 1981, with the filing of a municipal claim for unpaid water rental. On December 4, 1981, defendant filed an affidavit of defense. Plaintiff has filed an answer to that affidavit and the present motion for judgment on the pleadings.
