Henry Costello, claimant, was awarded compensation by an arbitrator pursuant to section 19(b) of the Workmen's Compensation Act (Ill. Rev. Stat. 1979, ch. 48, par. 138.19(b)). Upon review, the Industrial Commission affirmed the award of compensation, and on certiorari the circuit court of Cook County confirmed the decision of the Commission...
