The Pennsylvania Insurance Department (Department) appeals from an order of the State Civil Service Commission (Commission) sustaining the appeal of Michael Tracz (Tracz). On June 2, 1981, the Commission issued an order overruling the furlough of Tracz from his position as Administrative Officer I, regular status. Tracz was employed as an Administrative Officer I (AOI) in the Department's Bureau of Administrative Services...
