This appeal involves a claim for damages for the condemnation of 16.682 acres of unimproved land pursuant to the Eminent Domain Code.1 The land in question was owned by Robert Louis Ceccoli and Mary Ceccoli, his wife, and was condemned by Luzerne County (County) to preserve the integrity of the flood protection system in the Wyoming Valley...
