OPINION BY PRESIDENT JUDGE CRUMLISH, JR.

The Pennsylvania Liquor Control Board (Board) appeals a Cambria County Common Pleas Court order which reversed Johnstown Turn-Verein's (licensee) liquor license suspension. We reverse.
