On August 16, 1982, Roy P. Sims, Jr. ("Roy, Jr."), a minor, was removed from the custody of his father, Roy P. Sims, Sr. ("appellant" or "Roy, Sr."), his legal custodian, by a member of the Preble County Sheriff's Department and placed temporarily with the Preble County Children's Services Board...
