This is an appeal by the Arizona State Board of Osteopathic Examiners (board) from a judgment of the Maricopa County Superior Court reversing the board's order which had placed appellee Robert B. Wickman, D.O., on probation for unprofessional conduct and had ordered that he surrender certain certificates which had allowed him to prescribe narcotics and other controlled substances.
