This is an appeal pursuant to the Maryland Insurance Code (1957, 1979 Repl. Vol.) Art. 48A, § 242B (2) of an order of the Baltimore City Court affirming an order issued by the Insurance Commissioner of Maryland dated October 5, 1981.
