The event precipitating this action occurred when Sarah Amaral, the then Bristol Town Administrator (Amaral or the administrator), dismissed Frank Brown (Brown or the chief) as the Bristol Police Chief. Following his dismissal, Brown requested a hearing before the Bristol Personnel Board (the board). The board held that his dismissal was politically motivated.
