Fred Bundrant was driving his truck on Route 551 in Lawrence County, Pa., which has a vehicle weight restriction, when he was stopped by State Trooper Ronald C. Snyder, who was on weight duty with Michael Hurst, a certified weighmaster. Trooper Snyder and Michael Hurst took the defendant, Bundrant, to Metcoa Corporation to weigh the truck on Metcoa's private scales. Mr. Bundrant's truck was found to be 53,100 pounds over the allowable...
