Fred Bundrant was driving his truck on Route 551 in Lawrence County, Pa., which has a vehicle weight restriction, when he was stopped by State Trooper Ronald C. Snyder, who was on weight duty with Michael Hurst, a certified weighmaster. Trooper Snyder and Michael Hurst took the defendant, Bundrant, to Metcoa Corporation to weigh the truck on Metcoa's private scales.
