I. INTRODUCTION AND BACKGROUND

On November 6, 1978, Congress enacted Pub.L. No. 95-598, U.S.Code Cong. & Admin.News 1978, p. 5787, the first major revision of bankruptcy law in the United States since 1938. The law contains sweeping jurisdictional reforms. See, Pub.L. No. 95-598, Section 241(a), 92 Stat. 2668 (1978), codified at 28 U.S.C. Sections 1471-1482.1
