Defendant was given a citation by Gary Roberts, Chief of Police of the Borough of Stroudsburg, alleging a violation of Borough Ordinance No. 510, which requires an owner of property to clear the sidewalk in front of her property within eight hours after a snow fall ends or within eight hours after ice has formed on the sidewalk.
