Defendant-agency appeals from the decision of the district court reversing the agency's dismissal of plaintiff from the academy.

Plaintiff, Dallas Herring, was enrolled in the Iowa Law Enforcement Academy. On February 25, 1981, several students reported that plaintiff's wallet had been stolen from his room. Plaintiff stated that he did not report the theft himself because he wanted to be sure that he had not left the wallet elsewhere before...
