Boehm, the appellant herein, was appointed by the Orphans' Court for Anne Arundel County as special administrator of the estate of Annie Bell Brashears, deceased, to preserve the assets of her estate. Boehm, while acting as special representative, filed a petition in the Orphans' Court for Anne Arundel County requesting that Alice Harrington, the appellee, be required to turn over to Boehm a certificate of deposit...
