In 1970 the General Assembly added a new article (art. 76A) to the Code, entitled "Public Information". The heart of the new statute was § 2(a), which provided, in relevant part, that, except as otherwise provided by law, "[a]ll public records shall be open for inspection by any person at reasonable times."
