This cause came on to be heard upon an appeal from the Court of Common Pleas of Hamilton County.

Pursuant to statute, the city of Greenhills, Ohio, advertised for sealed bids for the purchase of excess land it owned. Two bids were received and opened. Appellant, Robert M. Brady, was one of the bidders; the other was the Templecraft Building Association ("Templecraft"), which offered one dollar plus the exchange of another piece of real estate...
