The appellants' major proposition of law is that R.C. 124.01 et seq., the sections of Ohio law dealing with civil service employees, rather than R.C. Chapter 5503, providing for the State Highway Patrol, control the procedure for the promotion of officers of the patrol. We must disagree with this contention, and do so primarily in reliance upon this court's holding in State, ex rel. Myers, v. Chiaramonte (1976),
