COUCH, J., delivered the opinion of the Court. ELDRIDGE and DAVIDSON, JJ., concur and filed a concurring opinion at page 26 infra.

For the third time since 1978,1 we are here concerned with a question regarding whether the Maryland Health Services Cost Review Commission2 (the Commission) is empowered to review a hospital's application for a rate increase for certain medical specialties
