These two cases result from actions taken by the City of Cave Spring against Dennis E. Mason in regard to his alleged tampering with the city water system. Diane J. Dawson was the mayor of the city and Larry Freeman was the chief of police. Two Cave Spring residents, Doyle (or Doyal) White and Sharon Smith, reported that Mason had caused certain attachments to be made to the water system and had thereby wrongfully appropriated water.
