The common issue in these consolidated cases is whether a juvenile defendant has the right to plead guilty to criminal charges in juvenile court, thereby avoiding adult criminal prosecution, when there is a pending motion to have the juvenile court decline jurisdiction pursuant to RCW 13.40.110(1)(a).
