OPINION BY PRESIDENT JUDGE CRUMLISH, JR., May 5, 1983:

The City of Pittsburgh appeals from an Allegheny County Common Pleas Court order directing the Pittsburgh Board of Adjustment (Board) to issue an occupancy permit. We affirm.1
