PER CURIAM.

Jack D. Johnson appeals from the district court's1 dismissal of his pro se civil rights complaint as frivolous. For reversal appellant argues that the district court erred in determining that the claims set forth in his complaint were speculative and conclusory.2 For the reasons discussed below, we affirm.
