Smuck, owners and developers of a subdivision in Anne Arundel County known as College Manor, together with the developer of the adjacent subdivision of Raintree, entered into a Utility Contract with Anne Arundel County under which the developers agreed to construct, at their expense, a sewer line extending from their subdivisions to the county owned and operated sewer collection...
